Danish municipality applies innovative financing method for energy renovation

As part of its broader strategy to reduce CO2, the Danish municipality of Holbaek has developed a new system to finance the energy renovation of buildings. The system, designed in cooperation with energy utility SEAS-NVE, involves more significant renovation actions that generally have a longer payback period in terms of cost-savings generated. Longer-term payback actions are paired with short-term payback actions to ensure that on average the payback period is economically feasible.

Named the BVE-model, it involves a systemic assessment of the building, including a financial evaluation. The project is then undertaken based on energy loans. Through the model, buildings with particularly high energy consumption per m2 are identified.

Municipalities can obtain energy loans once a year. The loan has an advantageous interest rate and maturity of a maximum of 25 years. Factors such as investment, technical life time and saving potentials are evaluated through the model. By taking a holistic approach and identifying actions profitable in the short-term, longer-term actions can be implemented.
