Heating and cooling projects deliver measures to decarbonise European energy systems

ICLEI is expanding its involvement in the field of sustainable energy with its partnership in two new EU-funded projects focused on heating and cooling: Heat Roadmap Europe 4 (HRE4) and Thermal Energy Resource Modelling and Optimisation System (THERMOS). The HRE4 project maps and models energy use in the 14 largest countries in terms of heat demand in Europe, providing an overview of centres in which energy is most heavily used and wasted, as well as local sources of energy generation. By doing so, the project allows policy makers and energy planners to explore low-carbon heating and cooling pathways from now until 2050, and to identify sustainable options to improve the efficiency, sustainability and affordability of the local or regional energy system.

The project studies and quantifies the effects of increased energy efficiency of heating and cooling in terms of energy consumption, environmental impact, and costs. By mapping the impact that heating and cooling has on national energy systems, it is possible to better envisage the changes required to decarbonise the energy system. A series of videos have been produced explaining the work of the project in more detail. The first set of maps is accessible online.

The THERMOS project complements the HRE4 project through its capacity building activities and free, open-source software application to undertake street and address-level thermal energy system planning. THERMOS seeks to amplify and accelerate the development of new low carbon heating and cooling solutions in cities across Europe, and to enable faster upgrade, refurbishment and expansion of existing systems. ICLEI Member Cities Alba Iulia (Romania) and Warsaw (Poland) are involved in the project. The THERMOS website will be launched in the coming months.

The French city has fully embraced sustainable development, using it to improve the quality of life of its citizens. Through its Action Plan on Agenda 21, the city has put into place ambitious plans to combat climatic and energy shifts. "Rosny-sous-Bois is committed to building a more sustainable future for our citizens. We see joining ICLEI's network as a step along that path. I look forward to sharing our activities with other ICLEI Member cities and learning from their experiences," said Jean-Paul Fauconnet, Deputy Mayor of the City in Charge of Public Spaces and the Living Environment.

One of the most significant projects undertaken by the City Council is the construction of an eco-nursery school named Les Boutours. Community involvement and citizen participation played a strong role, with volunteers invited to help with the building. Among other sustainable innovations, the roof top terrace produces vegetables and fruit - which is used to teach pupils about the production of healthy food - while the wooden structure of the school uses boxes stuffed with straw bales.

A new elementary school is also being constructed on the same site, and will eventually link up to the nursery. It is being built using a "bioclimactic" architectural approach, which takes into account human needs and the geography and climate of the area. When completed, the building will be highly energy efficient, utilising a controlled yet natural ventilation system and the passive harnessing of energy.
