From Urban Resilience to Abolitionist Climate Justice in Washington, DC
This article investigates the "bureaucratic capture" of migrant children through three technologies of the state: labelling, data production and social services, illuminating the ways visibility and invisibility are constructed and managed in the context of restrictionist immigration regimes. Using the case of unaccompanied asylum"?seeking children, Roma children and undocumented children, we examine how in/visibility is produced; for what purposes, and with what consequences. We demonstrate through the simultaneous broadcasting and disappearance of migrant children, bordering is reconstituted through various performances, rationalities and technologies of immigration governance. The article argues the notion of "best interests" is drawn on when the state can define these interests in accordance with their political aims and resources. The set of cases taken together provide novel insights into how states reconcile conflicting logics and reveals how the implementation of the child rights regime prevents some children from actualising their rights.
R?sum?Cet article examine la "capture bureaucratique" d'enfants migrants ?? travers trois technologies de l'Etat"?l'?tiquetage, la production de donn?es et les services sociaux"?mettant en lumi??re la mani??re dont ?? la fois la visibilit? et l'invisibilit? sont construites et g?r?es dans un contexte de gouvernance migratoire. Prenant le cas d'enfants mineurs non accompagn?s, d'enfants roms et d'enfants en situation irr?guli??re, nous examinons comment l'in/visibilit? est produite; dans quels buts, et avec quelles cons?quences. Nous montrons comment, de fa??on simultan?e, la m?diatisation et la disparition d'enfants migrants conduit ?? la reconstitution de fronti??res ("bordering") ?? travers diff?rentes performances, rationalit?s et technologies li?es ?? la gouvernance de l'immigration. Cet article d?fend l'id?e selon laquelle le principe de "l'int?r??t sup?rieur de l'enfant" est utilis? lorsque l'Etat peut facilement d?finir cet int?r??t en lien avec ses objectifs et ressources politiques. Les diff?rents cas d'?tudes donnent ?? voir de nouveaux ?l?ments sur la mani??re dont les ?tats r?concilient des logiques conflictuelles et r?v??lent comment l'impl?mentation d'un r?gime des droits de l'enfant emp??che en r?alit? certains enfants d'exercer leurs droits.
