GPP Best project: Best Practices Exchange and Strategic Tools for GPP

Last 20 December 2017, the Deliberation of the Regional Council n°56/24 adopted a new plan for green public procurement in the Sardinia Region for 2017-2020 (Piano per gli acquisti pubblici ecologici nella Regione Sardegna (PAPERS) 2017 – 2020) and thereby updating the previous one from 2009. Sardinia Region has been involved in the promotion and implementation of green public procurement for already several years, supporting and preparing public administration for the new challenges of the transition to a circular economy.


The region is giving continuity to “Sardinia buys green” campaign by accompanying public procurements on the Sardinian territory. With the aim of improving its performances regarding Green Public Procurement, Sardinia Region has joined the LIFE GPP Best project, supported by the European Union. Building on its own successful experience on the matter, the Region has been involved as a best practice, within a consortium led by the Region Basilicata and gathering the Lazio Region, Fondazione Ecosistemi and the Romanian Ministry of Environment, Forestry and Water.


The main objective of the project is to transfer to other public administrations the model used by Sardinia for planning, managing and implementing an action plan for GPP. More specifically, the project aims at improving competences and tools to verify the environmental criteria used during the evaluation phase of the procurement and when carrying out the contract. It will disseminate and promote processes of green purchasing which can have a significant impact on the market and positive environmental benefits. It will also improve accountability of GPP processes. One of the actions foreseen in the framework of the project will lead to the creation of a help desk to provide support to all public authorities in Sardinia which have to publish bids including minimum environmental criteria. A series of stakeholder meetings on the themes of product ranges, implementation of a monitoring system to measure the adoption level of GPP actions will take place. In addition, an event “Vision Fair on GPP” is foreseen to take place in Cagliari on 15 March 2018.
